ASSISTANT CITY SOLICITOR

 

The City of Brockton seeks an attorney to serve as a part-time Assistant City Solicitor.  This position reports to the City Solicitor and assists in representing the City in all legal proceedings and serving as corporate counsel to the Mayor, department heads, and other city officials.  Duties include conducting legal research, advocating on behalf of the City in state and federal courts, representing the City before state boards, commissions and other state agencies, commencing and prosecuting legal actions on behalf of the City, preparing and responding to litigation pleadings and discovery, participating in labor negotiations and resolving union grievances, rendering legal opinions, advising municipal officers, departments, commissions and boards, preparing responses to public records requests, and drafting and reviewing municipal contracts.

 

Applicant must be a resident of Brockton or agree to take residency within one year from date of hire.  Experience in municipal law, land use, labor and employment law, or general litigation is a plus.  Twenty-one (21) hours per week.  Position includes medical insurance and other fringe benefits.  Salary starts at $51,144.

HEAD SYSTEMS ANALYST

INFORMATION TECHNOLOGY DEPARTMENT

 

Duties include but are not limited to the following: Performs professional and technical work providing hardware and software support to City and School Departments; Provides technical hardware and software support for various operating systems; monitors operating system performance; controls security access to services and provides technical support for connectivity to the City-wide area network (WAN) and local area network (LAN).  Maintains software; evaluates and reviews computer applications; installs new computer hardware and software designed to work on various operating systems; evaluates and corrects hardware and software failures and interfaces with support vendors.  Updates and enhances computer equipment and software in City and School Departments; provides assistance and training to users; helps users with new products; evaluates and implements desktop products.

Maintains inventories of computers and networking equipment; makes recommendations to correct program errors; tests, corrects, and debugs operational documentation and procedures; establishes operational standards; monitors vendors. Repairs defective cable; schedules computer runs and required jobs to make efficient use of computer resources; installs new computer hardware and software.  Designs forms for real estate and utility bills; verifies proofs for accuracy and alignment of computer printed data; documents bill printing processes for the users; oversees the running and printing of bills.  Performs database administrative tasks, setting up backups, restoring, reorganizing, running utilities and finding and solving problems.  Performs similar or related duties as required or as situation dictates.  

Supervision: Works under the general direction of the Director of Information Technology; the employee functions independently, referring specific issues to the supervisor only when clarification or interpretation of policy or discussion of a technical matter may be required; considerable independent judgment is required to provide professional advice; technical expertise is required to apply standard professional techniques.

                Supervisory Responsibilities: Supervises several full-time employees.

                Work Environment: Most work is performed in office conditions; work is subject to unplanned events, such as system emergencies; operates standard office equipment and operates an automobile; has regular contact with City and School system users and vendors, suppliers and consultants.  Errors could result in delay or loss of service, damage to equipment, monetary loss or legal repercussions. 

Minimum Qualifications: Education and Experience: Bachelor’s Degree desired in computer science or a related field; five years of system administration experience and related technical experience; or an equivalent combination of education and experience. 

License:  Valid Massachusetts driver’s license and a dependable vehicle.

Knowledge, Ability, and Skill: Thorough knowledge of information technology, networks, operating systems and system analysis; knowledge of applications, particularly those for use in local government.  Ability to identify and solve a range of problems; ability to provide technical support; ability to communicate effectively in written and oral form; ability to explain technology to system users.  Excellent communication skills and public relations skills; skill in applying technological solutions to local government problems.

 Minimal physical effort is required to perform most duties; some duties require moderate effort.  Required to stand, walk, sit, speak, hear and use hands to operate equipment.  Vision requirements include the ability to read and analyze documents and use computers.

Salary $75,717-$88,312, 6 step position, step increases on anniversary date of hire until reach maximum step, position includes medical & other fringe benefits.

                Brockton requires residency within 1 year of employment.  AA/EEO.
